In European law this criterion is EN 301 549 clause 9.1.4.10 — chapter 9, the part of the harmonised standard that applies to websites under the European Accessibility Act.
What automation checks
axe-core has no rule for this criterion, so our own browser check a11y-reflow-320 loads the page in a real 320 px-wide viewport and flags horizontal scrolling. Honest limitation: the WCAG exception for data tables and maps is not detected — a flagged table may be legitimate.
What automation cannot prove
